LOCAL OFFICERS COMPENSATION COMMMISSION
MINUTES

DISCUSSION REGARDING CHAIR PERSON.
 
Discussion ensued to elect a Chair Person.  Greg Jakupcik was elected as the new LOCC Chair Person.
 
DISCUSSION REGARDING WAGES OF CITY TREASURER.
 
LOCC commissioners present reviewed the City Treasurer’s duties and staffing levels of the City Treasurer’s Department at the City of Kentwood.  The City Treasurer’s wage history was reviewed.  Salaries of City Treasurers at other municipalities were reviewed and discussed.  LOCC commissioners noted that some City Treasurer salaries were higher at other cities due to shared roles as Finance Director.
 
Discussion ensued regarding certifications available to City Treasurers, particularly the Advanced Michigan Certified Professional Treasurer (Advanced MiCPT) certification, and incentives to obtain the certification. 
 
Motion by Greg Jakupcik, seconded by Matt Kooiman, to recommend to City Commission to increase the Treasurer salary by 3% effective July 1, 2017 and 3% again effective July 1, 2018 and provide an additional 3% on top of the aforementioned increases if certified as an Advanced MiCPT and certification is maintained.  Motion Carried.
 
DISCUSSION REGARDING WAGES OF CITY CLERK.
 
LOCC commissioners reviewed the City Clerk’s duties and staffing levels of the Clerk’s Department at the City of Kentwood.  The City Clerk’s wage history was reviewed and discussed.  Salaries of City Clerks at other municipalities were reviewed.  Discussion of added complexities of overseeing elections ensued.
 
Discussion ensued regarding certifications available to City Clerks, particularly the Master Municipal Clerk (MMC) certification, and incentives to obtain the certification. 
 
Motion by Greg Jakupcik, seconded by Matt Kooiman, to recommend to City Commission to increase the City Clerk salary by 3% effective July 1, 2017 and 3% again effective July 1, 2018 and provide an additional 3% on top of the aforementioned increases if certified as a Master Municipal Clerk and certification is maintained.  Motion Carried.
 
DISCUSSION REGARDING WAGES OF MAYOR.
 
Discussion ensued regarding whether the mayor’s salary should be comparable to city manager salaries of other cities.  There were differing opinions on the matter.  Discussion ensued regarding city manager qualifications including years of experience and often requiring a master’s degree in public administration compared to there being no education or experience requirements to be elected Kentwood Mayor. 
 
Discussion ensued regarding the Mayor’s salary having internal equity at the City of Kentwood and preference for it to be higher than any other Kentwood city employee’s salary.  The LOCC commissioners requested further information on City Manager certifications which may be used to incentive the Mayoral incumbent to further his or her knowledge of city management.  Members agreed to discuss further at the next meeting.
 
No motions were made regarding the mayor’s salary.
 
DISCUSSION REGARDING WAGES OF CITY COMMISSIONERS.
 
The members agreed to discuss City Commissioner salaries at the next meeting.
