PROPOSED MINUTES OF THE REGULAR MEETING
OF THE KENTWOOD CITY COMMISSION
HELD MAY 3, 2016
Mayor Stephen Kepley called the meeting to order at 7:05 P.M.
Commissioner DeMaagd led the Pledge of Allegiance to the Flag.
Reverend Mike Baynai of Good Shepherd Church gave the invocation.
Roll Call: Present: Commissioners: Michael W. Brown, Robert Coughlin, Erwin Haas, Jerry DeMaagd, Steve Redmond and Mayor Stephen Kepley.
Motion by Coughlin, seconded by Haas, to excuse Commissioner Artz with prior notification.
Staff Present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Economic Development Planner Lisa Golder, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Parks and Recreation Director Val Romeo, Fire Department Administrative Assistant Nancy Shane, and City Attorney Jeffrey Sluggett.
Ten (10) citizens and members of the news media attended the meeting.
Motion by Redmond, seconded by Brown, to approve the agenda.
ACKNOWLEDGE VISITORS AND NON-AGENDA ITEMS:
Several students from South Christian High School introduced themselves.
(All items under this section are considered to be routine and will be enacted by one motion with no discussion. If discussion is desired by a Commission member, that member may request removal of an item from the Consent Agenda.)
Motion by DeMaagd, seconded by Coughlin, to approve the Consent Agenda as follows:
- Receive and file minutes of the Committee of the Whole Meeting held on April 19, 2016.
- Receive and file General Revenue and Expenditure Report for month ended February 29, 2016.
- Payables for the City totaling $991,206.53
Roll Call Vote: Yeas: All. Nays: None. Absent: None.
Motion by Redmond, seconded by Haas, to approve the minutes
of the April 19, 2016 City Commission Meeting.
GENERAL FUND AND SPECIAL REVENUE FUNDS BUDGETS & MILLAGES.
Mayor Kepley opened the public hearing for review of Fiscal Year 2016-2017 General Fund and Special Revenue Funds Budgets and 2016 Millage Rates.
Following a brief presentation by Finance Director Chase:
Resident Scott Urbanowski spoke of his concern regarding the amount earmarked for the City’s 50th
anniversary celebration. Commissioner DeMaagd, who sits on the committee informed him that the funds are reserved but may not be used.
Motion by Coughlin, seconded by Haas, to close the public hearing.
ADVANCED PACKAGING CORP.
Mayor Kepley opened the public hearing to approve an Industrial Facilities Exemption Certificate for Advance Packaging Corp.
Economic Development Planner Golder informed the Commission of the need by them for a postponement.
Motion by Brown, seconded by Haas, to postpone the public hearing until the City Commission Meeting held on July 19, 2016.
AUTHORIZE A CONTRACT WITH PRIEN & NEWHOF FOR WATER SYSTEM RELIABILITY ENGINEERING SERVICES.
City Engineer Bradshaw reviewed his memorandum dated May 3, 2016 regarding water reliability services.
Motion by DeMaagd, seconded by Haas, to authorize the Mayor to enter into a contract with Prein & Newhof for water reliability engineering services, in the amount not-to-exceed $13,750.00 (including a 10% contingency), with funds from the FY 2016-17 Water System budget.
COMMENTS OF COMMISSIONERS AND MAYOR:
Commissioner Redmond-Informed the Commission of his attendance to the immigration issues held at the Kentwood Library and how he enjoyed the insight and information.
Spoke of the approval for an additional part time inspector for rental inspections and expressed his view, that runs contrary to the Commission.
Commented on a Grand Rapids Press article regarding the hiring of rental inspectors and a follow up study regarding the effect on cost to renters.
Mayor Kepley-Proclaimed May 16th
, 2016 as National Public Works Week. Public Works Director Gorney introduced four supervisors and the people in attendance expressed their appreciation.
Deputy Administrator Rambo-Reminded everyone of May 7th
Pride day and May 13th
for the Parks & Recreation gala.
City Clerk Kasunic & City Attorney Sluggett reviewed the process of approving the proposed amended Code of Ordinances.
City Engineer Bradshaw-Informed the Commission the CDBG projects required to be completed by May have been and thanked everyone involved for their help.
