Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Economic Planner Lisa Golder, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Fire Department Administrative Assistant Nancy Shane and Community Development Director Terry Schweitzer. Also: Judge William Kelly, and Kent County Community Development Manager Darrell Singleton II.
- COMMUNITY DEVELOPMENT BLOCK GRANT PRESENTATION BY DARRELL SINGLETON.
Development manager Singleton introduced himself, noting that he is new to the position and wanted to meet everyone and answered questions of the Committee regarding how the Community Block Grant Funding works.
- KENT COUNTY EMERGENCY MEDICAL SERVICES AGREEMENT:
Deputy Administrator Rambo reviewed the standards this contract expects from the emergency medical services with Mayor Kepley referring to the memorandum from the City Attorney regarding their opinion of the agreement and the ordinance.
- Recommend approval of an agreement for the designation of primary emergency ground ambulance service areas among EMS Providers.
Motion by Artz, seconded by Haas to recommend to the City Commission to approve the agreement for the designation of primary emergency ground ambulance service areas among EMS Providers.
- Recommend approval of an Ordinance to Add Chapter 18, Article 4, Section 18-90 to the Code of Ordinances, City of Kentwood, MI.
Motion by Coughlin, seconded by DeMaagd, to recommend to the City Commission to approve an ordinance to add Chapter 18, Article 4, Section 18-90 to the Code of Ordinances, City of Kentwood, MI.
- REVIEW OF GENERAL FUND FINANCIAL PROJECTION (5X5).
Assistant Finance Director Nenciarini, noted this projection is completed annually after the audit and noted that currently the General Fund is sound, with a gentle decline, with projected tax revenue being flat. She noted some of the millages that will affect the General Fund in the near future and ten years out. Discussion ensued on several topics.
- NOVEMBER 2015 GENERAL REVENUE AND EXPENDITURE REPORT.
Finance Director Chase inquired if the Committee liked the way of reporting or would like it changed, all liked the new way.
Motion by Artz, seconded by Haas, to receive and file the November 2015 General Revenue and Expenditure Report.
- 62-B DISTRICT COURT 2015 ANNUAL REPORT.
Judge Kelly reviewed highlights of the report and answered questions regarding the newly established Sobriety Court.
POLICE AND FIRE DEPARTMENTS:
POLICE DEPARTMENT MONTHLY REPORT FOR JANUARY 2016.
- MONTHLY REPORTS.
Police Chief Hillen reviewed the monthly report.
FIRE DEPARTMENT MONTHLY REPORT FOR JANUARY 2016.
Fire Chief Looman reviewed the monthly report and informed the Committee of the new pick-up truck that will be in use shortly, they have completed fireworks training for inspectors and the remodeling project is completed.
Motion by Artz, seconded by Haas, to receive and file the Police and Fire Departments Monthly Reports for January 2016.
