PROPOSED MINUTES OF THE
COMMITTEE OF THE WHOLE
March 15, 2016

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Human Resource Director Gail Dewey, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Fire Department Administrative Assistant Nancy Shane, Deputy Police Chief Don Tuuri, Assistant City Engineer Dan Vander Heide and Court Administrator Michele White.
HUMAN RESOURCES DEPARTMENT:
- CLASSIFICATION AND COMPENSATION STUDY.
The representative from Pontifex Consulting Group provided a power point presentation of the Classification and Compensation Study stating the objectives, study tasks, classification system, compensation-competitors-benchmarks and analysis. Human Resources Director Dewey provided insight and explanations on some of the presentation. The Commission asked questions and discussed the study.
Motion by Artz, seconded by Haas, to recommend to the City Commission to receive and file the Classification and Compensation Study.
- RECOGNITION OF PRE-QUALIFIED ENGINEERING FIRMS.
City Engineer Bradshaw reviewed the process the City used to determine the five engineering firms. Assistant Finance Director Nencierini informed the Committee this is the third time the City had gone through the process and that this pre-qualified list expired December 31, 2015. Some of the Commissioners were critical of having this list with the thought that all projects should be bid out to all companies. Engineer Bradshaw explained how this process saves time and cost to the City. The Committee asked questions and a discussion ensued with the additional information to be provided at the next City Commission Meeting.
Motion by Kepley, seconded by Redmond, to place this item on the April 11, 2016 City Commission agenda.
POLICE AND FIRE DEPARTMENTS:
Police Chief Hillen reviewed the February 2016 Police Monthly Statistics.
Chief Hillen informed the Committee of the need to place a Captain in place of the use of a Sergeant in the administrative wing. He spoke of his desire to have the department accredited by the State of Michigan and noted the benefits to the accreditation. Chief Hillen informed the Committee of the promotion of Brian Littman to the position of Police Captain.
Fire Chief Looman reviewed the monthly Fire department report for February 2016.
Fire Chief Looman informed the Committee of the training with other municipalities, attended workshops on best practices and an on-call Fire Fighter Henry Koetsier, who has worked for the City for 38 years is retiring.
Motion by Haas, seconded by DeMaagd, to recommend to the City Commission to receive and file the monthly Police and Fire Department reports for February 2016.
Mayor Kepley handed out an explanation of an emergency spending to repair the AC unit in the IT room.
