PROPOSED MINUTES OF THE
COMMITTEE OF THE WHOLE
April 21, 2015
Conference Room #119

Present: Commissioners: Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley.
Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Economic Planner Lisa Golder, Public Works Director John Gorney, Deputy Administrator Rich Houtteman, City Clerk Dan Kasunic, Assistant Finance Director Lorna Nenciarini, Fire Department Administrative Assistant Nancy Shane, City Attorney Jeff Sluggett, Deputy Police Chief Don Tuuri and Assistant City Engineer Dan VanderHeide.
 
FINANCE DEPARTMENT:
 
  1. HVAC SYSTEM UPGRADES FOR CITY HALL AND JUSTICE CENTER.
City Engineer Bradshaw and DPW Director Gorney both explained the need for upgrading the system along with answering questions of the Committee.
 
Motion by Haas, seconded by Redmond, to recommend to the City Commission to authorize the Mayor to enter into a contract with Trane U.S, Inc., for Justice Center and City Hall HVAC control upgrades, for a cost not-to-exceed $43,100.00 (including a 10% contingency), with funds from the FY 2015-16 Police Equipment and Property & Building Fund budgets.

  1. BIENNIAL BRIDGE INSPECTION SERVICES FOR ENGINEERING DEPARTMENT.
City Engineer Bradshaw reviewed his memorandum dated April 15, 2015 regarding the RFP for Bridge Inspection Services.
 
Motion by DeMaagd, seconded by Artz, to recommend to the City Commission to authorize the Mayor to sign a contract with Scott Civil Engineering Company (SCEC) for bridge inspection services, at a cost not-to-exceed $4,422.00 (including 10% contingency), with the possibility of two (2) two-year extensions, with funds from the FY 2015-16 Major Street Fund budget.

ENGINEERING DEPARTMENT:
 
  1. VARIANCE REQUEST FROM SIDEWALK REQUIREMENTS BY MADISON AVENUE MISSIONARY BAPIST CHURCH LOCATED AT 5757 MADISON AVE.
Assistant City Engineer VanderHeide reviewed the waiver request, provided a visual of the property, the surrounding neighborhood and reviewed the zoning ordinance, the appeal process to the Commission and when sidewalks were required. The Committee asked several questions. Mayor Kepley suggested a postponement on this matter to provide staff additional time to gather information.
 
Motion by Haas, seconded by Artz, to approve postponement of this request for a waiver to provide staff with additional time to research this item.

POLICE AND FIRE DEPARTMENTS:
 
  1. POLICE DEPARTMENT MONTHLY REPORT.
 
Police Chief Hillen reviewed the Police Department Monthly Statistical Report for March 2015.
 
  1. FIRE DEPARTMENT MONTHLY REPORT.
 
Fire Department Administrative Assistant Nancy Shane reviewed the Fire Department Monthly Report for March 2015.
 
  1. POLICE ANNUAL REPORT.
 
Police Chief Hillen provided highlights of the departments yearly actions.
 
The Commissioners thanked the Chief for the worked they had done.
