APPROVED MINUTES OF THE
COMMITTEE OF THE WHOLE
JUNE 21, 2016

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Human Resource Director Gail Dewey, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Fire Department Administrative Assistant Nancy Shane, Community Development Director Terry Schweitzer,  Deputy Police Chief Don Tuuri, Assistant City Engineer Dan Vander Heide and Court Administrator Michele White. Consumers Energy representative Karen McCarthy.
 
MAYOR’S OFFICE:
 
CONSUMERS ENERGY ELECTRIC ORDINANCE.
Deputy Administrator Rambo informed the Committee this agreement is a five-year renewal for use of the City’s Right-of-Way. Representative McCarthy noted the required notices and cost reimbursements to the City.
 
Motion by Artz, seconded by Coughlin, to recommend to the City Commission to approve the Consumers Energy Electric Franchise Ordinance.

PLANNING DEPARTMENT:
 
DISPOSITION OF TAX FORECLOSED PROPERTY LOCATED AT 1305 MEADOWLAND DRIVE.
Economic Development Planner Golder provided demolition timeline if they approved the Land Bank to acquire the property. The Committee discussed if the foundation should be demolished and of the risks involved, along with other costs involved with this project.
 
Motion by Kepley, seconded by Artz, to recommend to the City Commission to approve the Land Bank acquire the property to demolish in its entirety and to have the Land Bank market the property at 1305 Meadowlane Drive on the open market until June 1, 2017 then revert to the Land Bank to build on if no buyer can be found with a development agreement used for conditions.

MAYOR’S OFFICE:
 
COMPENSATION ADVISORY COMMITTEE RECOMMENDATIONS.
Mayor Kepley reviewed the reason for the committee and the interviews with other municipalities and how the determinations were made.
 
Motion by DeMaagd, seconded by Haas, to recommend to the City Commission to approve the Compensation Recommendations and Compensation Philosophy and Guidelines.

CITY COMMUNICATIONS ASSISTANCE.
Deputy Administrator Rambo reminded the Committee of the budget discussion regarding the provision for communication assistance and requested direction from the Committee. The Committee discussed the options of in-house or hiring a company and the amount of hours needed. The Committee directed staff to proceed with the process of hiring a PR firm. No action required at this time.
 
POLICE AND FIRE DEPARTMENTS:
 
FIRE DEPARTMENT.
            Fire Chief Looman reviewed the Monthly Report for May 2016.
            He noted the recent new hire of a part time clerk.
 
POLICE DEPARTMENT.
            Police Chief Hillen reviewed the Monthly Report for May 2016.
He spoke on the hiring process for open officers positions. He spoke briefly of the judge’s ruling of the officer involved shooting on April 9th.
