COMMITTEE OF THE WHOLE

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Robert Coughlin, Jerry DeMaagd, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Fire Department Administrative Assistant Nancy Shane, and Community Development Director Terry Schweitzer.
- MASTER PLAN REVIEW.
Economic Planner Golder reviewed the adopted 2012 Master Plan document. She noted the issues that happened in the past since the adoption and policies. Planner Golder reviewed Planning Principles, the sub areas for development or re-development and covered implementation efforts.
- NON-MOTORIZED FACILITIES PLAN.
Director Schweitzer displayed a map of the City with the existing trails and suggested additions. He informed the Committee of the many discussions, with many committees to review the plan and the process to update the plan.
- SALE OF CITY-OWNED VACANT PROPERTY.
Community Development Director Schweitzer reviewed his memorandum dated June 28, 2016 regarding the history of the properties, noting these are unbuildable properties and the process for assessing value to these properties.
Motion by DeMaagd, seconded by Coughlin, to recommend to the City Commission to sell City-owned properties located at 424-44th
Street to the property owner located at 4413 Julivan and 4406 Madison to property owner located at 4412 Madison at the estimated value of $500.00 each.
- COMMISSION CHAMBERS DISPLAY INSTALLATION.
Deputy Administrator Rambo explained the problems with installation of the displays that were to be installed and reviewed the options available. A discussion ensued.
Motion by Redmond, seconded by Coughlin, to recommend to the City Commission to authorize the installation of mechanical lifts that would elevate the displays into the ceiling, at the additional cost for two lifts of $17,800.00 with funds from the Property and Building Fund budget.
- APRIL 2016 AND MAY 2016 GENERAL REVENUE AND EXPENDITURE REPORTS.
Finance Director Chase noted the budget adjustment for the departments that were above the projected budgets.
Motion by Coughlin, seconded by Redmond, to receive and file the April and May 2016 General Revenue and Expenditure Reports.
