Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Police Sergeant Jeff Leonard, Fire Chief Brent Looman, Deputy Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Fire Department Administrative Assistant Nancy Shane.
 
MAYOR’S OFFICE:
 
  1. 9-1-1 DISPATCH SURCHARGE DISCUSSION.
Mayor Kepley and Deputy Administrator Rambo reviewed the points of this proposed surcharge with Police Chief Hillen and Fire Chief Looman providing insight into the change of equipment and technology. Discussion ensued with who will pay and fairness of who pays.
 
Motion by Redmond, seconded by DeMaagd, to recommend to the City Commission to adopt a resolution to support the proposed surcharge for 9-1-1 dispatch.

                                                                                    Coughlin Absent.
           
DEPARTMENT OF PUBLIC WORKS:
 
  1. EMERGENCY REPAIR OF VACTOR TRUCK- INFORMATION ONLY.
Public Works Director Gorney explained the repair to the Vactor Truck, the need for emergency repair and the cost to the Committee.
 
ENGINEERING DEPARTMENT:
 
  1. RESIDENTIAL SIDEWALK SPECIAL ASSESSMENT POLICY.
 
Staff began the discussion of the sidewalk policy at the request of the Commission.
City Engineer Bradshaw and Community Development Director Schweitzer reviewed the resolutions, ordinances and policies regarding sidewalk installation and who is assessed the cost of the sidewalks and non-motorized trails and what parameters are used. Discussion ensued pertaining to who should cover the cost, what percentage of the cost, what defines when a sidewalk should be installed, is the criteria defined where the funds would come from if the City pays and how much annually is the cost.
 
FINANCE DEPARTMENT:
 
  1. JULY 2016 REVENUE AND EXPENDITURE REPORT.
 
Deputy Finance Director Nenciarini informed the Committee this is the first month of the new fiscal period report and all is in line. She noted the change in the reporting of the collection method reflecting city funds with less of a delay.
 
Motion by Artz, seconded by Haas, to receive and file the July 2016 Revenue and Expenditure Report.

POLICE AND FIRE DEPARTMENTS:
 
            Monthly Reports moved to the City Commission Meeting due to time.
