APPROVED MINUTES OF THE
COMMITTEE OF THE WHOLE

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Public Works Director John Gorney, City Clerk Dan Kasunic, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Parks & Recreation Director Val Romeo, and Fire Department Administrative Assistant Nancy Shane.
 
FINANCE DEPARTMENT:
 
  1. BID FOR REPLACEMENT OF THE GYMNASIUM FLOOR AT THE KENTWOOD RECREATION CENTER FROM DYNAMIC SPORTS CONSTRUCTION.
Parks & Recreation Director Romeo reviewed the request and displayed photos of the current condition of the floor. DPW Director Gorney reviewed the types of flooring that were considered, life expectancy, warranty, wanting to have a seamless floor and one that is able to be refinished along with easily cleaned.
 
Motion by DeMaagd, seconded by Artz, to recommend to the City Commission to authorize the purchase of a replacement gymnasium floor at the Recreation Center from Dynamic Sports Construction, in the amount of $47,320.00 (including a 10% contingency) and a $4,000.00 allowance for furniture, with funds from the FY 2015-16 Property and Building Fund budget.

  1. BID FOR CHAIN LINK FENCING INSTALLATION AT KELLOGGWOODS PARK FROM ALTO FENCING SERVICES FOR THE CREATION OF A DOG PARK.
Director Romeo reviewed the reasons and the location for the proposed dog park.
 
Motion by Haas, seconded by Redmond, to recommend to the City Commission to authorize the purchase of a chain link fencing installation at Kelloggwoods Park from Alto Fencing Services, LLC, in the amount of $12,949.50, for a creation of a dog park, with an allowance of $1,200.00 for ancillary items. Totaling a proposed expenditure of $15,650.00 (including a contingency of $1,500.00), with funds from the FY 2015-16 Park Millage Fund budget.

  1. CASH & POOLED INVESTMENTS REPORTS FOR MARCH 31, 2015; JUNE 30, 2015 AND SEPTEMBER 30, 2015.
Finance Director Chase noted the format change so the redesign would be easier to match to the Asset Strategic Report.  
 
Motion by Artz, seconded by DeMaagd, to receive and file the Cash & Pooled Investments Reports for March 31, 2015; June 30, 2015 and September 30, 2015.

  1. GENERAL REVENUE AND EXPENDITURE REPORTS FOR MONTHS ENDED JULY 31, 2015 AND AUGUST 31, 2015.
Finance Director Chase noted the Clerk’s Office is over the normal percent for this point in time due to the retirement of the Deputy Clerk at the payout of benefits and Elections is over because of the primary Election that was run in August, with all other departments being in line.


Motion by Artz, seconded by Redmond, to receive and file the General Revenue and Expenditure Reports for months ended July 31, 2015 and August 31, 2015.

POLICE AND FIRE DEPARTMENTS:
 
  1. MONTHLY REPORTS.
Police Chief Hillen reviewed the Monthly Police Activity report for September 2015. He informed the Committee of scams that have been reported.
 
Motion by Artz, seconded by DeMaagd, to receive and file the police Monthly Activity Report for September 2105.

Fire Department Administrative Assistant Shane reviewed the Fire Department Monthly Activity Report for September 2015. She reviewed the double fatalities at Wingate Apts. recently and informed the Committee of the new solar arrays that have been installed in the City and the need to learn how to deal with those installations safely. 
 
Motion by DeMaagd, seconded by Artz, to receive and file the Fire Department Monthly Activity Report for September 2015.
