APPROVED MINUTES OF THE
COMMITTEE OF THE WHOLE
December 20, 2016

Present: Commissioners: Mayor Pro-Tem Michael Brown (5:50), Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Economic Development Planner Lisa Golder, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Deputy Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, Community Development Director Terry Schweitzer, Fire Department Administrative Assistant Nancy Shane, and Assistant City Engineer Dan Vander Heide.
 
ENGINEERING DEPARTMENT:
 
  1. GRAND RAPIDS WATER & SEWER RATES FOR 2017. INFO ONLY.
City Engineer Bradshaw reviewed his memorandum dated December 20, 2016 regarding the City of Grand Rapids calculations for rates and answered questions of the Committee. No action is required.
 
Motion by Artz, seconded by Haas, to receive and file the Grand Rapids Water & Sewer rates for 2017.
 
                                                                        Motion Carried.
 
  1. PROPOSED STORMWATER ORDINANCE AND STORMWATER STANDARDS MANUAL. INFORMATION ONLY.
Assistant City Engineer VanderHeide reviewed the proposed Stormwater rules and answered questions of the Committee. No action is required at this time.
 
PLANNING DEPARTMENT:
 
  1. PROPOSED ZONING ORDINANCE AMENDMENTS.
Community Development Director Schweitzer reviewed the proposed Zoning Ordinance amendments and noted no action is required at this time.
 
MAYOR’S OFFICE:
  1. RECOMMEND APPROVAL OF ORDINANCE FOR DAS/SMALL CELL/WIRELESS FACILITIES IN PUBLIC RIGHTS OF WAY.
Deputy Administer Rambo reviewed the past approval and reviewed the changes to regulate items not covered in the Metro Act.
 
Motion by Haas, seconded by Artz, to recommend to the City Commission to adopt an ordinance for DAS/Small Cell/Wireless Facilities in public Rights-of-Way.
 
                                                                                    Motion Carried.
 
  1. RECOMMEND APPROVAL OF RESOLUTION FOR DAS/SMALL CELL/WIRELESS LICENSING TO ESTABLISH FEES AND APPROVE A LICENSE AND TIERED MAP.
Deputy Administer Rambo reviewed the tiered map and fees.
 
Motion by Haas, seconded by Artz, to recommend to the City Commission to adopt a resolution establishing fees and approve a license and tiered map.

FINANCE DEPARTMENT:
  1. SEPTEMBER 2016 GENERAL REVENUE & EXPENDITURE REPORT.
Deputy Finance Director Nenciarini noted the City had collected 98% of summer taxes.
 
Motion by DeMaagd, seconded by Coughlin, to receive and file the September 2016 General Revenue and Expenditure Report.

POLICE AND FIRE DEPARTMENTS:
 
            POLICE DEPARTMENT.
            Police Chief Hillen reviewed the November 2016 Police Statistical Report.
 
Motion by Coughlin, seconded by Artz, to receive and file the November 2016 Police Statistical Report.
 
                                                                                    Motion Carried.
 
FIRE DEPARTMENT.
Fire Department Administrative Assistant Shane reviewed the November 2016 Fire Activity Report. She informed the Committee of the installation of new software for several modules of fire reporting.
 
Motion by Coughlin, seconded by DeMaagd, to receive and file the November 2016 Fire Activity Report.
 
                                                                                    Motion Carried.
 
Commissioner Artz noted they received several comments on facebook on how well the streets had been plowed and wanted to let DPW drivers be aware of comments.
