APPROVED MINUTES OF THE
COMMITTEE OF THE WHOLE

Present: Commissioners: Mayor Pro-Tem Michael Brown, Betsy Artz, Robert Coughlin, Jerry DeMaagd, Erwin Haas, Steve Redmond and Mayor Stephen Kepley. Also present: City Engineer Tim Bradshaw, Finance Director Tom Chase, Public Works Director John Gorney, Police Chief Tom Hillen, City Clerk Dan Kasunic, Fire Chief Brent Looman, Assistant Finance Director Lorna Nenciarini, Deputy Administrator Mark Rambo, City Treasurer Laurie Sheldon, and Fire Department Administrative Assistant Nancy Shane.
 
 
ENGINEERING DEPARTMENT:
 
  1. SIDEWALK INVOICE APPEAL FOR 2372 SHADETREE LANE.
    City Engineer Bradshaw reviewed the history of the notices and repair. The Committee discussed the appeal and the standards for when repair is required.
    City Treasurer Sheldon clarified the process for attaching the cost onto the tax bill.
     
     
    Motion by Redmond, seconded by DeMaagd, to deny the appeal from Anthony Yates for work completed in the 2015 sidewalk repair program at 2372 Shadetree Lane based on staff recommendation.
     
                                                                                        Motion Carried.
     
    FINANCE DEPARTMENT:
     
  1. CASH AND POOLED INVESTMENTS REPORT FOR JUNE 30, 2016.
 
Finance Director Chase stated this is the quarterly report and this report reflects the low point of cash flow.
 
Motion by Artz, seconded by Haas, to receive and file the Cash and Pooled Investments Report for June 2016.
 
                                                                                    Motion Carried.
 
KENTWOOD 50TH ANNIVERSARY COMMITTEE:
 
  1. UPDATE ON 50TH ANNIVERSARY CELEBRATION.
 
City Treasurer Sheldon who, along with City Commissioner Artz are the co-chairs for the Kentwood 50th Celebration, provided an overview planned for the 50th celebration and of the collaboration with Kentwood Public Schools and WKTV.
 
PUBLIC COMMENT:
 
City Clerk Kasunic informed all present of the passing of Mayor Kepley’s father in-law.
 
With time allowed the Commission provided comments normally given at the Commission meetings.
 
Commissioner DeMaagd spoke of the ongoing legal appeal regarding straight party voting for November. He informed the Commission he will be absent for the September 6th City Commission Meeting.
 
Mayor Kepley reviewed several dates of importance, noting, August 17th, Bethany Christian Services will be having a breakfast from 8-10am, August 26-27 is the Metro Cruise, September 19th the Kentwood/Wyoming Chamber of Commerce will have a luncheon and to let Deputy Administrator Rambo know if you want to attend and September 22nd KDL will be hosting a “meet the candidates” in their Kentwood Branch Community Room.
 
Commissioner DeMaagd inquired on what recourse the City has for demolition of a vacant house on the corner of 52nd Street and Broadmoor Avenue. City Engineer Bradshaw noted he is aware of the house and is currently working with the property owner and the construction company on demolition permits.
 
The Committee briefly discussed National Night Out events with all positive feedback.
